Abstract

Specifies the current practices of benefit cost analysis, primarily through examination of the series of Regulatory Impact Analysis (RIAs) mandated by Presidential Executive Orders. While the record is mixed, it shows that in many, but perhaps not all, cases it is possible to develop a reasonable estimate of the benefits and costs of proposed regulations and to decide among regulatory alternatives on the basis of these analyses.
